Not all phrases end with cadences

This comes from a snippet in caplin-2013 p.60.

Caplin talks about why the presentation phrase of a sentence doesn’t end with a cadence: there is no contrasting content within the phrase to create a sense of thematic closure.

Another way to think about it is that the basic idea of the sentence, which has presentation function (that is, it invokes a sense of “beginning”) is repeated – the entire phrase is made up of a feeling of “beginning” so a cadence would not be suitable.
