A cadential progression is considered to be complete if it contains all of the appropriate harmonic functions.[1]

Conversely, a cadential progression is called incomplete if it is missing any of its appropriate harmonic functions.[1]

Students tend to think that incomplete cadential progressions are “weaker” (less convincing) than their complete counterparts, but this is not backed up in practice.[2]
